Senate Bill 18-158 created the School Access for Emergency Response (SAFER) grant program in the Division of Homeland Security and Emergency Management in the Department of Public Safety. The annual grant program has started to provide funding to schools and public safety communications networks for interoperable communication hardware, software, equipment maintenance, and training. The bill also created the SAFER cash fund and directs a $5 million transfer to the cash fund each year between FY 2018-19 and FY 2023-24 from the State Public School Fund.

The SAFER Grant solution serves the interoperable communications needs of formally designated stakeholders: school safety teams; school district personnel; and responders, including local fire departments, state and local law enforcement, local 9-1-1, anonymous hotline providers, local emergency medical service personnel, local mental health organizations, local public health agencies, local emergency management personnel, local or regional Homeland Security, and school resource officers; as well as other certified supporting organizations.

SB18-269 created the School Security Disbursement Program in the Department of Public Safety (DPS). Funds awarded may be used by a local education provider for:

* capital construction that improves the security of a public school facility or vehicle from threats of physical harm;

* training in student threat assessment;

* training for on-site school resource officers employed by the local education provider as of the bill’s effective date; and

* school emergency response training for all school building staff.
